Intervju za kandidate iz držav z višjim migracijskim tveganjem
Obvezo opravljanja intervjuja za kandidate, ki oddajo prijavo na vpis za visokošolski študij v Republiki Sloveniji in prihajajo iz katere od držav z višjim migracijskim tveganjem, kot jih določa seznam držav, katerih državljani morajo pri prehodu zunanjih meja Evropske unije imeti vizume, v skladu z zakonom, ki ureja pogoje in načine vstopa, zapustitve in bivanja tujcev v Republiki Sloveniji, v 13. členu določa Zakon o visokem šolstvu (ZViS-1; Ur. l. RS, št. 56/25), ki navaja:
»Visokošolski zavodi morajo s tujim državljanom, ki je oddal prijavo za vpis za visokošolski študij v Republiki Sloveniji in prihaja iz katere od držav z višjim migracijskim tveganjem, kot jih določa seznam držav, katerih državljani morajo pri prehodu zunanjih meja Evropske unije imeti vizume, v skladu z zakonom, ki ureja pogoje in načine vstopa, zapustitve in bivanja tujcev v Republiki Sloveniji, opraviti neposredni intervju o primernosti kandidata glede na vpisne pogoje študijskega programa. Kadar visokošolski zavod upravičeno sumi, da kandidat ne izkazuje znanja v skladu z dokumenti, ki jih je priložil k prijavi za vpis, njegovo prijavo za vpis zavrne. Zoper odločitev visokošolskega zavoda ni pritožbe.«
Splošne določbe Razpisa za vpis v dodiplomske in enovite magistrske študijske programe v študijskem letu 2026/2027 (Objave MVZI, 30. januar 2026) v 12. poglavju »Intervju o primernosti kandidata/-ke, ki prihaja iz države z višjim migracijskim tveganjem« in Razpisa za vpis v podiplomske študijske programe Univerze v Mariboru za študijsko leto 2026/2027 določajo, da morajo »visokošolski zavodi s kandidatom, ki je oddal prijavo za vpis za visokošolski študij, še pred nadaljnjo strokovno in administrativno obravnavo kandidatove prijave za vpis opraviti neposredni intervju o primernosti kandidata glede na vpisne pogoje študijskega programa«.
Fakultete morajo s kandidati - državljani držav z višjim migracijskim tveganjem, kot jih določa seznam držav, katerih državljani morajo pri prehodu zunanjih meja Evropske unije imeti vizume, v skladu z zakonom, ki ureja pogoje in načine vstopa, zapustitve in bivanja tujcev v Republiki Sloveniji, opraviti intervju. Seznam držav z višjim migracijskim tveganjem, katerih državljani morajo opraviti intervju, je objavljen v okviru splošnih določb Razpisa za vpis v dodiplomske in enovite magistrske študijske programe v študijskem letu 2026/2027 (Objave MVZI, 30. januar 2026) in Razpisa za vpis v podiplomske študijske programe Univerze v Mariboru za študijsko leto 2026/2027 (Objava UM na spletni strani moja.um.si > Vpis na UM > Vpis na podiplomski študij, predvidoma konec meseca marca 2026). Kandidati bodo po oddaji prijave za vpis v informacijskem sistemu eVŠ (na elektronski naslov, ki ga bodo navedli v svoji prijavi za vpis) prejeli vabilo k opravljanju intervjuja z vsemi podrobnostmi.
Kandidati so do izvedbe intervjuja dolžni Fakulteti za strojništvo Univerze v Mariboru, dolžni poravnati strošek izvedbe intervjuja v višini 250,00 EUR.
Kandidat prejme vabilo za opravljanje intervjuja v obliki dopisa na elektronski naslov, ki ga je navedel v svoji prijavi za vpis.
Kandidati zagotoviti ustrezno internetno povezavo in IT-opremo za izvedbo intervjuja (priporočljiva je stabilna internetna povezava z najmanj 2 Mbps v obe smeri, kandidati morajo imeti ustrezno tehnično opremo – kamera, mikrofon in mirno okolje, v katerem bo potekal intervju ipd.).
Pred začetkom intervjuja se preveri identiteta kandidatov. Kandidati se identificirajo s potnim listom. Kandidati ga pokažejo v kamero, da komisija za izvedbo intervjuja preveri podatke iz potnega lista in ugotovi, če so ti enaki podatkom iz kandidatove prijave za vpis.
Pred začetkom intervjuja komisija in kandidati ugotovijo, ali so poleg identifikacije izpolnjeni vsi pogoji za izvedbo intervjuja – zadovoljiva internetna povezava, ustrezna IT-oprema ipd. Kandidati so med izvedbo intervjuja dolžni nemudoma obvestiti pristojno komisijo, če nastopijo tehnične težave za izvedbo intervjuja.
Če identitete kandidatov ni mogoče preveriti, ali če komisija Fakultete za strojništvo ugotovi, da so podatki v potnem listu in podatki v prijavi za vpis različni, se intervju prekine in se kandidatovo prijavo zavrne. Z zavrnilno odločbo se v celoti ustavijo vsi postopki, vezani na prijavo za vpis. Zoper odločbo ni pritožbe.
Če kandidati intervjuja ne opravijo, se intervjuja ne udeležijo, pravočasno ne zagotovijo plačila za izvedbo intervjuja, ali se intervju zaradi neustrezne internetne povezave oz. nedelovanja informacijske tehnologije na strani kandidatov (večkrat) ustavi, se jim izda odločba o zavrnitvi vloge, s čimer se njihove prijave zavrnejo (predlog zavrnilne odločbe je priloga teh smernic). Z zavrnilno odločbo se v celoti ustavijo vsi postopki, vezani na prijavo za vpis kandidata ter za vse ostale prijave v okviru posameznega razpisa za vpis. Zoper odločbo ni pritožbe.
Kandidatom, ki se intervjuja niso udeležili, se plačila stroškov intervjuja ne povrne. Prav tako se strošek izvedbe intervjuja ne povrne v primeru negativnega izida izvedbe intervjuja.
Namen intervjuja ugotavljanje: resničnega interesa za študij, razumevanja izbranega študijskega programa, ustrezne jezikovne zmožnosti, povezanosti študijskih načrtov s preteklim izobraževanjem in prihodnjimi cilji.
Rezultat intervjuja velja le za razpis za vpis za posamezno študijsko leto. Rezultat intervjuja za posameznega kandidata velja za vse roke in vse želje ene prijave oz. za vse prijave (v primeru možnosti oddaje več prijav). Članice Univerze v Mariboru seznam, ki ga pristojne strokovne službe rektorata Univerze v Mariboru posredujejo članicam za izvedbo intervjujev, opremijo s podatkom o tem, ali je posamezni kandidat opravil intervju ali ne.

Interview for Candidates from Countries with Higher Migration Risk
The obligation to conduct an interview with candidates who apply for enrollment in higher education studies in the Republic of Slovenia and come from countries with higher migration risk—as defined by the list of countries whose citizens are required to have visas when crossing the external borders of the European Union—is stipulated in Article 13 of the Higher Education Act (ZViS-1; Official Gazette of the Republic of Slovenia, No. 56/25), which states:
“Higher education institutions must conduct a direct interview with a foreign national who has submitted an application for enrollment in higher education studies in the Republic of Slovenia and comes from a country with higher migration risk, as defined by the list of countries whose citizens are required to have visas when crossing the external borders of the European Union, in accordance with the law regulating the conditions and methods of entry, departure, and residence of foreigners in the Republic of Slovenia. The purpose of the interview is to assess the candidate’s suitability with regard to the admission requirements of the study programme. If the higher education institution justifiably suspects that the candidate does not demonstrate knowledge in accordance with the documents submitted with the application, the application shall be rejected. No appeal is possible against the decision of the higher education institution.”
The general provisions of the Call for Enrollment in undergraduate and integrated master’s study programmes for the academic year 2026/2027 (published by MVZI, 30 January 2026), in Chapter 12 “Interview on the suitability of a candidate coming from a country with higher migration risk,” as well as the Call for Enrollment in postgraduate study programmes of the University of Maribor for the academic year 2026/2027. “Higher education institutions must conduct a direct interview with the candidate regarding their suitability with respect to the admission requirements of the study programme before any further academic and administrative processing of the candidate’s application.”
Faculties must conduct interviews with candidates—citizens of countries with higher migration risk—as defined by the list of countries whose citizens are required to have visas when crossing the external borders of the European Union, in accordance with the law regulating the conditions and methods of entry, departure, and residence of foreigners in the Republic of Slovenia. The list of such countries is published within the general provisions of the Call for Enrollment for the academic year 2026/2027 (MVZI publication, 30 January 2026) and the Call for Enrollment in postgraduate study programmes of the University of Maribor for the academic year 2026/2027 (published on the website moja.um.si > Enrollment at UM > Postgraduate studies, expected at the end of March 2026).
After submitting their application via the eVŠ information system, candidates will receive an invitation to the interview (sent to the email address provided in their application), including all relevant details.
Before the interview takes place, candidates must pay the interview fee in the amount of EUR 250.00 to the Faculty of Mechanical Engineering, University of Maribor.
Candidates will receive the interview invitation in the form of a written notice sent to the email address provided in their application.
Candidates must ensure an appropriate internet connection and IT equipment for conducting the interview (a stable internet connection of at least 2 Mbps in both directions is recommended; candidates must have suitable technical equipment—camera, microphone—and a quiet environment in which the interview will take place, etc.).
Before the start of the interview, the identity of candidates will be verified. Candidates must identify themselves using a passport, which they must show to the camera so that the interview committee can verify the data and check whether it matches the data provided in the application.
Before the interview begins, the committee and the candidates will also verify whether all technical conditions for conducting the interview are met (satisfactory internet connection, appropriate IT equipment, etc.). Candidates must immediately inform the competent committee if technical difficulties occur during the interview.
If the identity of the candidate cannot be verified, or if the Faculty of Mechanical Engineering determines that the passport data and the application data do not match, the interview will be terminated and the application will be rejected. A rejection decision fully terminates all procedures related to the application. No appeal is possible.
If candidates do not complete the interview, fail to attend it, do not provide timely payment of the interview fee, or if the interview is (repeatedly) interrupted due to inadequate internet connection or malfunctioning IT equipment on the candidate’s side, a rejection decision will be issued, and their application will be rejected. This also terminates all procedures related to the candidate’s application and all other applications within the same call for enrollment. No appeal is possible.
Candidates who do not attend the interview are not entitled to a refund of the interview fee. The fee is also non-refundable in the case of a negative interview outcome.
The purpose of the interview is to assess: genuine interest in studying, understanding of the chosen study programme, appropriate language proficiency, and the connection between study plans, previous education, and future goals.
The interview result is valid only for the specific call for enrollment for a given academic year. The result applies to all application deadlines and preferences within one application, or to all applications (in case multiple applications are allowed). Member institutions of the University of Maribor will receive a list from the rectorate’s professional services indicating whether each candidate has successfully completed the interview.
